Shcheklein graduated from the Urals Polytechnic Institute with a degree in Nuclear Power Stations and Installations. In 1977, he defended his dissertation for the degree of Candidate of Technical Sciences, and in 1991, he completed his Doctorate in Technical Sciences. Since then, he has continued advancing his field, becoming a professor in 1992 and establishing Ural Federal University as a hub for innovative energy research.
